Brian Gates

PRESIDENT (GTGC)

As President, Gates oversees the day-to-day aspects of Goodfellow Top Grade's operations including public and private works estimating, field services operations, and business development functions.

Since joining Goodfellow Top Grade, Gates has been instrumental in defining the company's long-term vision while building the infrastructure needed to support that vision. Notable accomplishments during his time at Top Grade include driving the strategic planning efforts of the company, the hiring of key personnel and the development of new departments, the reengineering of business processes across all areas of the company, and the enhancement of the company's customer "go-to-market" strategy. Gates was the driving force behind the company's recent acquisition by Goodfellow Bros., Inc., and most recently,  has been instrumental in closing several upcoming , highly visible, key projects.

With more than 20 years of business experience, Gates brings a unique blend of knowledge and expertise in building and fostering of customer relationships, as well as the creativity and vision for improving organizational processes and corporate structure. Prior to Top Grade, Gates held various sales and management roles at Oracle and PeopleSoft Inc. where he received an exclusive company ranking and President's Club awards.

Gates also worked for more than four years at Deloitte & Touche LLP, where he earned his CPA license while analyzing and auditing financial statements for well-known companies with revenues ranging from $500K to $3.5B

Gates' industry experience originated at Top Grade more than 14 years ago, while working in Dispatch and Field Operations.

He holds a Bachelor of Science degree in Managerial Economics from the University of California, Davis.


Frank Williams

VICE PRESIDENT, FIELD OPERATIONS

As Vice President of Goodfellow Top Grade's Field Operations, Frank is responsible for managing all field operations which includes Area Managers, Project Managers, and Superintendents. As a member of the Executive Committee, Frank plays an important role in defining and implementing the Company's strategy and overall direction.

Frank possesses more than 28 years of construction experience focused on public and private civil construction projects, primarily in the San Francisco Bay Area, along with mining/aggregate operations. Prior to Goodfellow Top Grade, Frank worked at Graniterock as the Aggregate Division Manager, where his team increased production efficiencies by over 405 while managing multiple site locations. Prior to joining Graniterock, Frank was at RGW Construction, where he worked as a Project Manager. He started his career at Wallace and Kuhl Geotechnical Engineers as an Engineering Assistant.

With a Master's in Science from the Stanford Graduate School of Business, Frank also holds a Bachelor of Science in Civil Engineering from University of California, Davis.

John Looper

ESTIMATING MANAGER

As Estimating Manager, John is responsible for the day-to-day bidding efforts of Goodfellow Top Grade’s estimating and take-off staffs.   During his time with the company, John has been instrumental in developing several strategic client relationships as well as hiring key personnel.

John has worked 29 years in the construction industry in a variety of roles.  His position prior to joining GTGC was a Vice President of Development for Matthews Homes where he was responsible for delivering finished residential lots to the home building part of the organization. During this time, he managed no less than 33 active projects spread over three states.

Prior to Matthews Homes, John managed the estimating department for Teichert Construction’s Stockton office where he doubled the annual procurement over an eight year period and negotiated large scale development projects including Mountain House and the Central Lathrop Specific Plan.  Prior to his role as Estimating Manager, John estimated and worked for a number of years as Project Superintendent.


Bill Gates

FOUNDER AND PAST PRESIDENT

As one of Top Grade Construction's founders and in former roles of President and CEO, Gates was heavily focused on customer relations and providing field leadership on large projects. With more than 49 years of experience, Gates is well known for his enthusiasm, Energy and Passion for the construction industry.

Gates co-founded Top Grade along with three partners in 1990, leveraging relationships with general building contractors as well as local developers who continue to be repeat and loyal customers today.

Since the company's acquisition by Goodfellow Bros. Inc. in 2012, Gates has remained entrenched in Goodfellow Top Grade's business as a consultant specializing in customer relations and large scale projects.

Goodfellow Top Grade's impressive customer portfolio includes organizations such as: Devcon Construction, McCarthy Building Cos., DPR Construction, KB Homes, Shapell Industries, Turner Construction and Whiting Turner to name a few.

Prior to Top Grade, Bill was a founding partner of Grade Way Construction, now RGW, in 1977. Earlier in his career, Gates worked at Freeman Sondgroth Construction where his management of rigorous projects such as the expansion of highway 680 and the 101 bypass in Gilroy, California, helped him build his knowledge base in field operation. 

Gates holds a bachelor's degree in Industial Engineering from San Jose State University.
